CITY COMMISSION APPROVES PUBLIC HEARINGS FOR NEW MILLAGE RATE

At 7:30 p.m. on July 22, Mayor Nate Kilton called the meeting to order. Also present were Vice-Mayor Jason Jones, City Commissioner Mary Mathis, City Attorney Kenneth Buchman, City Clerk Kerri Miller, and City Manager Bill McDaniel. 

Jeffrey Howell, Pastor of Church on the Rock, and Plant City Police Department Chaplain, opened with a prayer asking for blessing on the nation; blessing, guidance, and protection for military, first responders, and leaders; that government would honor God; and for the meeting, that leaders would operate in wisdom, integrity, and Biblical precepts. The assembly then followed with the Pledge of Allegiance to the Flag.

When given the opportunity, no one from the public offered opening statements.

No City Commissioners objected to items on the Consent Agenda, and the two items were accepted together by a 3-0 vote: 

24-320 – A resolution approving minutes of the City Commission Regular Meeting held July 8, 2024.

24-321 A resolution approving a revised spending plan related to the American Rescue Plan Act (ARPA). On December 13, 2021, the City Commission approved a list of projects to use $19,900,000 in funds available from ARPA. This vote allows $10 million to be used for four park projects: a splash park, rebuilding and construction for Rowena Mays Athletic Park, a tennis center, and a tournament management facility; $9.9 million will go toward installing 14,000 feet of water mains, a pump station, and two lift stations. 

City Manager, Bill McDaniel brought these resolutions to the Board for a vote:

24-315 Authorizes the City Manager to advise the Hillsborough County Property Appraiser of the City’s proposed millage rate of 5.7157, and its rolled-back rate of 5.5282. A public hearing will be held on September 9, 2024, at 7:30 pm, for the proposed millage and tentative budget. A second public meeting will be held on September 23, 2024, at 7:30 pm, for the final millage and budget.

24-284 Authorizes an agreement with MCCI for document scanning services to aid the Building Department to maintain records and increase efficiency. The cost of the project is $240,700.

24-301 Approves an amendment to the budget for fiscal year ending September 30, 2024.

24-313 Approves an amendment to the budget for fiscal year ending September 30, 2024.

24-304 Authorizes the purchase of two new pickup trucks for the Utilities Billing Department, and a Hydraulic Excavator for the Utilities Maintenance Division. Trucks from years 2016 and 2017 have needed repairs that cost $20,000 over the last two years.  The excavator engine went dead. The total cost to replace the two trucks and the excavator is $142,166. 

24-302 Approves an amendment to the budget for fiscal year ending September 30, 2024.

24-303 Authorizes the City Manager to approve an engineering work order with Dewberry, Inc. to develop an Integrated Water Strategic Plan to prepare Plant City for future water needs. The cost is $500,000. Vice Mayor Jones observed that other areas are struggling with water management issues, and that this is a helpful direction to take. Mayor Kilton thanked the staff that worked on this resolution, and stated that moving forward on this initiative is prudent and wise. Commissioner Thomas-Mathis thanked the staff for their attention to detail.

24-323 Approves an amendment to the budget for fiscal year ending September 30, 2024.

The resolutions all passed by votes of 3-0.

The City Manager also reported the final cost for the repair of the sinkhole on Airport Road came in at $262, 913—nearly $32,000 under the anticipated cost. 

The City Attorney had nothing to discuss.

The City Clerk brought the below to the City Commission for a vote.

24-305 A resolution appointing an alternate member to the Code Enforcement Board. This passed 3-0.

The public hearings portion of the agenda addressed the below. 

24-316  A quasi-judicial hearing on a resolution approving a final plat entitled Lakeside Station – Segment 1, 2. (PB-2023-45); Lakeside Station – Phase 3.

24-317  A quasi-judicial hearing on a resolution approving a final plat entitled Lakeside Station Phase 3 (PB-2023-29).

24-319  A resolution setting a quasi-judicial public hearing on an ordinance for a modification to the Midway Lake Community Unit District located north of North Frontage Road, east of North Wilder Road, south of East Sam Allen Road and west of Charlie Taylor Road (PB-2023-51).

The quasi-judicial hearing votes all passed 3-0. The meeting adjourned at 8 pm.
