CITY COMMISSIONERS APPROVE MAJOR PARKS PROJECTS

Mayor Nate Kilton called the meeting to order at 7:30 p.m. on Monday. Present at the dais were Vice-Mayor Jason Jones, City Commissioner Mary Thomas Mathis, City Commissioner Michael Sparkman, City Attorney Kenneth Buchman, City Manager Bill McDaniel, and City Clerk Kerri Miller.

Aaron Flug, pastor at City Pointe Church gave the invocation. The assembly followed with the Pledge of Allegiance to the Flag.

The City Commission presented three proclamations. The first recognized April as Child Abuse Prevention Month, and promoted, “….a coordinated effort to prevent child abuse and neglect by promoting awareness of healthy child development, positive parenting practices, and the types of concrete support families need within their communities….”

The second proclamation recognized the 2024 Little Miss Plant City Queen and Court. The third recognized April 13 to 19 as National Public Safety Telecommunications Week.

Next, the City Commission passed the routine business items on the Consent Agenda 4-0. The city manager and city staff gave presentations on the following items to the City Commission for discussion and voting. All of these resolutions and hearings passed 4-0.

25-156 – A resolution authorizing the city manager to execute an architectural work order to design and administer construction for a pedestrian bridge at Ellis-Methvin Park. This bridge will span the pond, linking the Rick Lott Tournament Management Facility to the existing walking path, thus providing direct access to the four diamond fields. 

25-134 – A resolution authorizing the city manager to execute a construction work order with Manhattan Construction Company for the construction of Rowena Mays Athletic Park. This project will add basketball courts, tennis courts, pickleball courts, and public restrooms. 

25-123 – A resolution authorizing the city manager to execute Modification 3 to engineering work order 21-020-01P-03 with WSP, USA, Inc. for design of the new Rowena Mays Athletic Park. 

25-118 – A resolution approving an amendment to the budget for the fiscal year ending September 30, 2025. The main adjustment is to move money from the general fund to pay for the Rowena Mays Athletic Park project.

25-136 – A resolution approving an amendment to the CIP budget for the fiscal year ending September 30, 2025 and the next four years. This establishes a new project in the Community Redevelopment Agency district for Washington Park. The improvements will be funded from available revenue in the CRA Fund. The new park will include a pavilion on a concrete slab, picnic tables, outdoor grills, an Americans with Disabilities Act compliant sidewalk, and new ornamental fencing. The project will be completed before September 30. 

25-121 – A resolution authorizing the city manager to contract with Rep Services, Inc. for Washington Park renovations. 

25-137 – A resolution authorizing the supply and delivery of bulk 12% sodium hypochlorite. Utilities Operations uses this chemical to disinfect water and wastewater as required by federal and state regulations and for ensuring public health. This solution destroys bacteria by blocking their ability to function, thus causing them to die. The contract to pay $1.32 per gallon ends on May 26. The price has increased to $1.53. The annual cost for the chemical will be $470,000.

25-164 – A legislative public hearing for text amendment PC/CPA 24-08 amending land use map 4 of the future land use map series regarding the preferred land use scenario map of the Northeast Master Plan located in the northeast quadrant of the City of Plant City.

25-166 – A legislative public hearing on an ordinance to annex 12 parcels totaling 35 acres – ANX-2024-07 and ANX-2024-14. Planning and Zoning received voluntary annexation petitions for parcels of land adjacent to the new South Florida Baptist Hospital on Park Road. The reason for annexation is to provide ancillary services and offices as companions to the hospital.

25-151 – A quasi-judicial public hearing on a resolution approving a final plat entitled Lykes Sound Wall Plant (PB-2024-33). This three-lot industrial subdivision will be located at the southeast corner of Turkey Creek Road and Lykes Road. 

25-152 – A quasi-judicial public hearing on a resolution approving a final plat entitled Park East Phase 5 (PB-2024-32). This is for a maximum 31-lot, single-family, detached, residential subdivision within the North Park Isle Planned Development District.

25-159 – A resolution setting a legislative public hearing for map amendment PC/CPA 22-10 located at the northwest corner of Charlie Taylor Road and Swindell Road. The hearing will be during the April 28 Regular Meeting of the City Commission. 

25-160 – A resolution setting a legislative public hearing on an ordinance vacating a portion of right of way located between South Jackson Street and Maguire Street, south of Douglas Street (PB-2025-06). The hearing will be during the April 28 Regular Meeting of the City Commission. 

25-161 – A resolution setting a quasi-judicial public hearing on an ordinance to modify the Parkside Planned Development District located on the south side of West Grant Street at South Tyler Street (PB-2025-04). The hearing will be during the April 28 Regular Meeting of the City Commission. 

24-573 – A resolution setting a quasi-judicial public hearing on an ordinance to rezone 147.5 acres to the Charlie Taylor Road Planned Development District, with specific approval requests, located at the northwest corner of Charlie Taylor Road and Swindell Road (PB-2022-36). The hearing will be during the April 28 Regular Meeting of the City Commission.
